The issue was caused by a configuration change applied by our peering partner. A roll-back was applied and services have been restored.

Update
The issue impacted traffic routing through the Verizon network upstream from our network. We observed a 10% drop in traffic in Newark and Ashburn. We have deployed an adjustment to our policies in an attempt to route around the issue. Traffic should be returning to normal.
