The issue only affects rules which were modified by changing the "note" field in the period 2019-11-12 16:26 to 2910-11-15 10:00

Cloudflare is experiencing a problem with the IP firewall API (IP Access Rules) updating rules which have a "note" field added, and a fix is in progress.

This will not affect any rule which doesn't have a note field.
