Retro - Single-File Cache Purge Issues

Between June 28th - July 1st, Cloudflare customer's on Free plans may have experienced issues performing a single-file cache purge (purge by URL) called via the Dashboard/API. We have identified the issue and implemented a fix, resolving the issue.
